bug#54492: 27.2; image-convert cannot convert BMP file

With image-convert, I can view WEBP files.
But BMP files cannot be displayed.
With find-file BMP image, emacs reports:
  Cannot display image: (Invalid image type ‘bmp’)

The form (create-image "tmp.webp") is successfull,
but the forms (create-image "tmp.bmp")
or (create-image "tmp.bmp" 'image/bmp) fail.
They occur errors:
  Invalid image type ‘bmp’
  Invalid image type ‘image/bmp’
