bug#54498: 27.2; image-mode resizing commands may hide image

When viewing an image with find-file command, the image can be resized
with some commands.
If the image is displayed larger than the window
   and its right side or bottom part is displayed
   and it is resized smaller,
it may be hidden outside of the window. 

Especially, I expect images to be fully displayed with 's b'
(image-transform-fit-both) command.
