What does it mean "some packages do not work"?

What happens if you add these settings early on in your early-init.el
file:

  (setq native-comp-deferred-compilation nil
        comp-enable-subr-trampolines nil)

A recipe to reproduce that without your customizations and init files
would be appreciated.
