bug#23341: x-show-tip does not respect the value of tooltip-hide-delay, and the default tooltip timeout isn't configurable

As I said in the bug thread, I agree with that, but nevertheless,
x-show-tip is still used directly -- even in-tree -- so adding a
(non-user option) variable to allow tweaking is appropriate.
