(I'm going through old bug reports that unfortunately weren't resolved
at the time.)

Do you still see these delays in recent Emacs/OS versions?

No, I don’t. This was such a long time ago, but between improvements to emacs itself and using the unicode-fonts package I haven’t had font issues in ages now.
