That might be a way to do its, though it sounds a bit complicated since these days CPUs often don't run at a constant rate. And not every system lets you look at its CPU counters.
I suppose Emacs could use CLOCK_MONOTONIC on systems that have it, and fall back on CPU counters on systems that don't.
