Perhaps we should make the no-native-compile thing into code instead of
having it as a comment?  I.e., we could put

(push #$ native-comp-deferred-compilation-inhibited-list)

into the files instead?  (And then use that variable in addition to the
native-comp-deferred-compilation-deny-list defcustom.)
