bug#58471: 29.0.50; perl-mode doesn't fontify comments when using the /x modifier

After emacs -Q:
C-x C-f bug.pl
my $foo = qr/ ^ (\s*)  # $1
                       (=?)    # $2
                       /x;

"# $1" and "# $2" are comments, but get fontified with
font-lock-string-face.
