No, there are no plans to add this to GNU libiconv.
The reason is that, as described in libiconv/NOTES, libiconv is an
internationalization library. UTF-7-IMAP (a.k.a. mUTF-7 [1]) is
for a single kind of application, namely MTAs with connection to
mail servers that speak the protocol IMAP 4 rev 1 [1]. I expect that
programs that support IMAP have been including such a conversion
facility for a long time.
