bug report on GREP

Dear Sirs,

I am a DOS user and Internet novice.

Installed CYGWIN on my machine (Windows 98, Japanese) and ran grep from
command prompt.

It worked well for the first two three times. But when I gave the string
pattern containing OMBIKI (duration symbol of KATAKANA) or SHIFT-JIS
0x815b, the following error message was returned and the programme
aborted.

        Unmatched [ or [^

Is this a bug?

By the way, I am proposing an Extended Hepburn Romanization Sysem for
Japanese Language. My proposal is
