Yes. It's a feature. (Hint: file names on DOS FAT disks are stored
in all-uppercase form.)

Yes. Download the latest port of Tar from here:
ftp://ftp.delorie.com/pub/djgpp/current/v2gnu/tar112ab.zip
and then set FNCASE=y in the environment before running this port of
Tar on the W2K machine. Then the lettercase of the file names on
Windows will be 100% preserved.
