If you have "always accept 1" you'll end up in either of these two
cases

(a) there are no other "extra" moves being accepted, thus we skip
further analysis because we've only selected one move to be analysed at
a higher ply.

(b) there are other "extra" moves being accepted, so we analyse all of
these.

So you either end up analysing zero moves at, say, 2-ply or two moves or
more; that is, never 1 move.

I don't know if this is a code bug or not. It's easy to correct, but as
you say: "always accept 1" isn't that useful.
