Not necesarily :-)

The world class setting uses the "normal" movefilter which has 

      Move filter for 2 ply:
        keep the first 0 0-ply moves and up to 8 more moves within equity 0.16
        Skip pruning for 1-ply moves.

The best move bar/23 21/16 has equity -0.251. Since the second best
move has equity -0.474 no moves are selected for 2-ply.

If you want to force analysis at 2-ply you need to select a move filter
with has "accept" larger than or equal to 2.
