0.13, a new race net, was notified on 2003-01-06, and then mirrored on
alpha.gnu.org as gnubg.weights-0.13.gz.

The notification for what was uploaded to alpha.gnu.org as 0.13a was
sent by Joseph on 2003-01-11.  As far as I can understand the
difference between 0.13 and 0.13a is improvements in the race net.

0.13b, named 13.1 had its notification sent 2003-02-14, and had a new
contact net.

I'll have to do some more digging through my mail archive should I
answer the last question.
