Be aware that there is a separate seed for rollouts. Use "set rollout seed 1". However, there is a related problem. I find that if I set the playing seed (not the rollout seed), it is not retained. E.g. Set Mersenne Twister seed = 1 and exit the Options...Dice popup. Go back into the popup and the seed is some long number. (Tested on Mersenne Twister.) The rollout seed is retained.
Thanks to everyone (Ian, Jørn, Jim, Øystein) who cleared this up for me. I also observed the above bug with my version, but since I didn't realize that there were separate seeds for playing and rollouts, I assumed it was the same bug. Additionally, if I go into Options - Dice, the arrows on the seed spinner don't work well (and they don't work at all as Øystein notes under Options - Rollouts). If I click up or down, the seed immediately changes to 15999999 or 16000000. Also changes to the playing dice seed with the seed spinnner aren't actually retained (similar to Ian's observation that changing the seed directly (set seed [seed]) doesn't retain the seed.
Finally, when I "show seed" gnubg responds "You cannot show the seed with this random number generator." This is for both Mersenne Twister and ANSI. Is this a bug?
Thanks, Chris
