I've noticed the same thing (Win XP and NT) : the window looks weird.
The icons on the toolbar are a bit too big (they hide the toolbar border)
and the font is different (worse). I've 4 gif showing the difference
between "old look" (as from installation archive) and "new llok" (build
040617). They are 600Kb (total), I can email directly to the intereste
ones.

Also, there's an annoying problem moving checkers : sometimes the checker
just
moved disappears and even "undo" is unable to make it visible again.

Other problem (minor ?) : installing gnubg with the "installation archive"
on a pc for the first time, if the bearoff database is not downloaded, it
is created each time gnuibg is started. Is this normal ?
