[Bug-gnubg] Problem seeing non utf-8 translations

I've noticed that most of the translations don't display correctly with
my build here.  Czech and French are fine, the others have trouble
displaying special characters.  Looking at the po files I see that the
two that work are marked as utf-8, the others mainly ISO-8859-*.

Any ideas on where the problem is?  Could it be my build environment, my
version of gtk, the mo files I have here, or something else?
