Howdy Mark,
I don't think that GNUGB has ever directly supported FIBS. Usually the
people who interface GNUGB with FIBS do so through a program they write.
Usually they have a piece of software that sends and receives the data
to FIBS and then they pass the position into GNUBG using the command
line interface. Generally the standard way of doing this is run the
command line version and then connect standard input and output to your
Application that talks to FIBS. If you are a python programmer you can
interface with GNUBG directly.
I'm unsure of anyone who has published such code, but there are some
starting points I can think of. There use to be a TKfibs program that
provided a GUI to Fibs. The graphics were done via TK, but the
communication layer was written in C. TKFibs although no longer
supported can be found here:

I would look at tkfibs.c as a starting point.
