That came up already more than once, the last time was 8 days ago,

Summary: those two are false-positives, if you want to install that go
ahead, but Cygwin is definitely not the environment I'd suggest anyone
to use for GnuCOBOL with the sole exception of "I use Cygwin for
everything else", in which case it is fine to use GnuCOBOL on Cygwin.
