In the past, there was some reason why we didn't want to take automake's
version of mkinstalldirs.  But what's in automake now looks fine to me.
Can anyone see a reason not to use it?  I'll include it below.

(There is some prospect of mkinstalldirs going away entirely in the
future, in favor of autoconf tests for install -d, etc., but for now ...)
