I'm not sure it's needed in gnulib.

It won't suffice for diffutils, for the hairy signal-handling reasons
we talked about earlier.

I suspect Bison wouldn't need it either, as Bison has simple needs
(create a subfilter, that is guaranteed to not output anything until
it's read all its input) that are more easily satisfied by invoking
the POSIX primitives directly.

coreutils doesn't need pipes at all.

So (as they say in business :-) who's the customer, other than gettext
