I've changed progreloc.c to have a GPL header as well.

LGPLed code that I write is generally under "LGPL version 2 or newer".
This means that gnulib-tool can put an LGPL 2.1 header on it. It also
means that the code can be used by people who want LGPL 2.0, not LGPL 2.1
(to avoid the stupidities contained in the LGPL 2.1 text).
