[bug-gnulib] bug-gnulib spam

Ok, we've been getting steadily more spam on bug-gnulib, with consequent
cruft in the archives, etc.  So I've just now adopted the same settings
as we've done for bug-gnu-utils and other lists: unknown senders get
held instead of automatically accepted.  (Mailing list members are
accepted without delay.)

A few people have been volunteering with me to help moderate the mailing
lists, I'm sure they'll be happy to do bug-gnulib too, so if I'm away,
things can keep moving.  And if anyone here wants to help do that, so
much the better.
