Feel free to sync the license.

The extra test is based on discussions on this list, and has been
forwarded to the libc hackers, see:

http://sources.redhat.com/bugzilla/show_bug.cgi?id=756

If it causes some annoyance to have the gnulib file differ from the
libc file, feel free to sync it fully.  Hopefully, the fix will
eventually go into libc.
