GNU systems by default:

$ dpkg -l libc6|tail -1
ii  libc6          2.3.2.ds1-20   GNU C Library: Shared libraries and Timezone
$ echo '#include <string.h>' | gcc -E - | grep strnlen
$ echo '#include <string.h>' | gcc -E -D_GNU_SOURCE - | grep strnlen
extern size_t strnlen (__const char *__string, size_t __maxlen)
