[bug-gnulib] patch: gnulib-tool --symlink and --aux-dir

Here's two patches in one. I thought about splitting them but the changes
aren't really that substantial:

Add -s, --symlink option to gnulib-tool to make symbolic links to files
instead of copying/moving. [Maybe it should be renamed --sym-link?]

Add --aux-dir, specifying directory relative --dir where auxiliary build
tools are placed (only relevant for --import). Files in 'build-aux' in
module spec files are copied to this directory. AC_CONFIG_AUX_DIR in
configure.ac also specifies this directory.
