gnulib-tool: small output tweak

Alexandre Duret-Lutz recommends that all autoconf macro invocations should
quote their arguments. This patch does it in gnulib-tool.

        * gnulib-tool (func_import, func_create_testdir,
        func_create_megatestdir): Quote all autoconf macro arguments.
