Yes.  This is how it should work:
  the gnulib machinery should cause gl_GETOPT to be used somewhere,
  gl_GETOPT should expand gl_GETOPT_SUBSTITUTE,
  gl_GETOPT_SUBSTITUTE has AC_LIBOBJ([getopt]),
  that in turn calls AC_LIBSOURCE([getopt.c]),
  which in turn is traced by Automake for adding to distribution.

How can we get at a more complete Hello example to find out what exactly
went wrong?
