This one is a translation bug.  coreutils source already has a TRANSLATORS
note before _("F. Pinard") stating that the translator should use the full
spelling when ç is available, and since you are showing the output in a
French locale, it is available.

Sounds good to me.  Should we document that version-etc-fsf and propername
are good candidates for use together?
