Calling a config header file differently is quite convenient if you have
a package tree of combined packages.  It helps to avoid including the
wrong file even in case some include paths (have to) overlap.

As to not using autoheader, some of the libtool testsuite tests are
packages but don't use autoheader.  It saves a bit of time, and it
has helped find some quoting bugs in compiler wrappers.  :-)
Granted, these tests don't use gnulib, and even if they would at some
point, there won't be a problem of any importance.
