I found another problem.  cleanup_temp_dir should return a boolean status
so that the caller can tell whether anything happened worth printing to
stderr (whether or not cleanup_verbose was set and the message was
actually printed).  I suspect applications that did not request verbose
cleanup will probably ignore the return value, but M4 needs to know if
anything was written to stderr, so that it can exit with non-zero status
if the cleanup of temp files failed for any reason.
