I agree there are many changes that affect both lib/ and m4/, and also
many simultaneous changes in lib/ and modules/. It would simplify things
to have a single ChangeLog instead of these three.
doc/ChangeLog can probably stay separate.
config/ChangeLog should IMO stay separate, because the srclist variables
are just administrative tooling.

No objection. But it's a waste of your time. We can just as well rename
the 3 or 4 ChangeLog files and start a common ChangeLog at the top level now.
