Rather than removing the paragraph, I'd prefer if it explained that
the patent expired, and that gif's are now OK. Here is a strawman:

I know there are potential issues are PNG and JPEG too, but I think the
statement is true as it stands, and could also be taken as "technically
better", which is fine :). I don't think maintain.texi is the place for
an in-depth analysis.
I see @xref is being used wrongly, too.
I'll propose something like the above to rms soon, after giving anyone
else who cares a chance to weigh in.
