FYI: announce-gen: use time-stamp in place of $Revision:...$

FYI, I've just done this:

        * build-aux/announce-gen ($VERSION): Don't use of $Revision...$.
        Instead, use Emacs' time-stamp write hook.  Note that the time is UTC.
