This is often the case for a number of GNU utilities.  M4 is another
example, where bootstrapping CVS M4 requires Autoconf, which in turn
requires an installed version of GNU M4.  Fortunately, few people need to
bootstrap straight out of CVS, and the release tarballs have much less
stringent prerequisite requirements.  So a good rule of thumb is to
install the last stable released version before trying to bootstrap a CVS
version.
