It is harmless. gnulib-tool adds the file gnulib-common.m4 always; aclocal
then determines whether it's actually needed or not. If it is not needed,
"make dist" will not put it into the tarball.
But it indicates that gnulib-tool could do a little better than to copy a
useless file...
