Thanks for mentioning this.  I didn't know that property of Turkish.

However, I'm not sure how Turkish people would do lowercase translation of English words. In other words, I'm not sure if they'd write the hypothetical language Iris as İRİS or ırıs. By the way, note that the one whose pronunciation is closest to /i/, is the dotted İ/i, not the dotless I/ı.

I don't think it's exact to say, "c-strcasecmp works fine if at least one argument is ASCII _and_ the locale is not a Turkish locale". I'd say it "works fine if at least one argument is ASCII and neither is a Turkish word". And actually I'd even say that strcasecmp is *wrong* for non-Turkish words if the current locale is Turkish.

I can ask a Turkish friend of mine for details if there are doubts.
