nail down the license terms of some modules

To anticipate a possible change of meaning of the term "LGPL" in gnulib,
I'm annotating the modules which should remain LGPLv2+ for the sake of
libintl, by writing "LGPLv2+" instead of "LGPL".

Lawyers, watch: There is no license change going on here. Only a synonym is
used for the license terms (see gnulib-intro.texi).

Simon, Yoann, others: I invite you to do the same with the modules you need
under LGPLv2+ or GPLv2+ for your libraries.
