You must have been looking at the 3-year-old manual on www.gnu.org? Ouch.

I have now replaced this with a new manual, generated by
  $ cd doc
  $ ../build-aux/gendocs.sh gnulib "The GNU Portability Library"

Karl: There are two problems with it:

  1) When I visit the page http://www.gnu.org/software/gnulib/manual/
     konqueror 3.1.4 displays no navigation menu and tells me 3 times:
       QFont::setPixelSize: Pixel size <= 0 (0)
     This is due to the line
       #print-this-article, #gplv3-dogear, .netscape4, #sidebar, 
#navigation-bar, #fsflinks, #gnulogo, #dbdlogo, #links, #translations, 
#searcher{display: none !important;}
     in gnu-print.css.

  2) http://www.gnu.org/software/gnulib/manual/html_node/index.html
     is an awful mix between a table of contents and the description of the
     function index(). Could makeinfo handle the case of a node called 'index'
     better?

Most developers nowadays don't commit generated files into their version
control system. From their point of view, files copied or assembled by
gnulib-tool are generated files. Therefore gnulib-tool puts them into
.cvsignore and .gitignore.
