[Brett, this doesn't address the copyright issue. I'm hoping

FYI, I've thought about this, but still haven't done anything. However,
I will probably not modify bootstrap after all. Instead, I expect to
switch coreutils to a different approach altogether, using gnulib as a git
submodule. (requires git-1.5.3 or newer) That will make it so any clone
of coreutils also includes a clone of gnulib, and will provide a cleaner
way of tying a specific gnulib snapshot to any given coreutils version.
