You've got something to investigate. Because GNU diff on Unix doesn't
have this problem.

Well, configure said that it still could not find the function:

  checking for iconv... no, consider installing GNU libiconv

Did you use the --with-libiconv-prefix option to configure? It should ensure
that both the header file and the function in the library are found.

Anyway, the other 4 types of failures (SIGFPE, canonicalize, gethostname,
stat-time) are more important to investigate.
