Actually, glibc declares ioctl in stropts.h too. However, stropts.h is not mention anywhere in the glibc manual. The glibc manual says the ioctl function is declared in sys/ioctl.h. The man page for ioctl on my system says sys/ioctl.h.
As of Fedora's glibc-2.8-8, there is no stropts.h (and ioctl is actually declared in sys/ioctl.h, as reported by the manpage).
