No, it means that we are catering to a bug in autoconf 2.59.  How would
you propose fixing it?  (And technically, yes, autoconf allows you to
define the empty string as a macro, invokable by indir, so in that sense,
NAME really is optional, although it doesn't make much sense to omit NAME).
