Since coreutils' maint.mk seems to be shared with other projects already, could it not simply be pushed into gnulib as it is? Could those projects (currently, according to the comments, "coreutils, idutils, CPPI, Bison, and Autoconf") be encouraged to take maint.mk from gnulib?
