Not really: that's what the question became on analysis. What I was actually thinking to start with was "how do I install gnulib?" so I looked for an INSTALL file. Then I thought "well, it seems the only thing I really need is to have gnulib-tool on my path", but that was only when I analysed what was going on. It didn't occur to me to read the manual, as I hadn't figured out how to build it. I looked in Makefile, but that didn't seem to do much.
(I've still not figured out to build the documentation; I could read the manual online but that seems a little perverse; I should surely be able to figure it out from the downloaded sources?)
