Not having had a reply, I've come up with my own answer: start with a little bit of merging.

What I've done so far is to add the macros _prohibit_regexp and _header_without_use to gnulib's maint.mk, redefine them to use C_SOURCES rather than VC_LIST_EXCEPT, and, for already existing rules in gnulib's maint.mk that use these macros, copy the definitions over from coreutils's maint.mk.

I attach the patch.

This should change no functionality, but just imports some of the coreutils's maint.mk's refactoring.

If this seems reasonable, I propose to continue to make a number of small steps like this to reduce the size of the diff between the two maint.mk files, even if I don't end up with a complete merge.
