Right, I think coreutils should use maintainer-makefile.

I've used the updated gnulib maint.mk for some time already, and it
seems to work fine.

So if you have time, please proceed in trying to merge these files.  I
am sorry that I have been quite busy and haven't had time to review and
comment.  But in general I support your approach.
