The problem is that if mingw+wine doesn't work for me (as developer) I
won't be able to produce Windows package and feel confident that they
will work.
Testing software under wine has identified several bugs that were found
on real Windows too, and I only recall one Wine bug that have been
identified so far (although I don't recall the details).
Also, I think a fair number of people actually do use Windows software
via Wine. It seems wrong to ask these people to go and buy Windows
instead.
Naturally, whether to spend time fixing bugs for some platform is always
up to whomever who does the work.
