Fix copyright header in build-aux scripts.

Some of the build-aux scripts weren't using the exact copyright header
text as proposed in COPYINGv3.  I only noticed when I was updating
Autoconf files to v3.  OK to apply?

(Sending a similar patch for gendocs.sh to bug-texinfo.)
