Hard to tell without having diagnosed his problem.  Maybe none.
IMHO, automake-1.9.6 is not just a little bit too old,
but prohibitively old, now.

Would anyone object to increasing the minimum to automake-1.10?

Fine. After 1.7 the backwards compatibility of automake has improved greatly.

However, even though GCC and GDB are now using 2.64, I would keep 2.59 as the minimum Autoconf requirement.
